Presentation regarding the recent weather emergency in the Coweta area.

Presentation Regarding Proposed American Legion Centennial Monument

Presentation by representatives of the Coweta American Legion Post 226 regarding the design of a proposed monument to be placed at City Hall commemorating the Centennial of the American Legion.

Approval of the minutes of the Coweta City Council/Coweta Public Works Authority/Coweta Industrial Development Authority Joint Special Meeting held on April 26, 2019.

Minutes for May 6, 2019 Meeting

Approval of the minutes of the Coweta City Council Regular Meeting held on May 6, 2019.
3.

Minutes for May 25, 2019 Joint Emergency Meeting

Approval of the minutes of the City of Coweta/Coweta Public Works Authority Joint Emergency Meeting held on May 25, 2019.
4.

Approval of Compensation Agreements

Approval of the Agreements for Compensation with Dennis Sagely as Coweta Municipal Judge and Robert "Bob" Perugino as Coweta Alternate Municipal Judge in compliance with Section 6-108 of the Coweta Code of Ordinances.
5.

Surplus Property

Approval of a declaration of surplus on the following and authorization for the City Manager to dispose of accordingly; one K-9 dog and one Python revolver.

1.

Ordinance Amending Part 2, Chapter 8 of the City Code

Discussion and possible action on the adoption of Ordinance No. 817, an ordinance of the City of Coweta, Oklahoma amending Part 2, Chapter 8 of the City Code pertaining to the employee retirement system, defined contribution plan for the City of Coweta, Oklahoma; providing retirement benefits for eligible employees of the City of Coweta, Oklahoma; pertaining to plan design; providing for employer contribution; providing for employer pickup of required contributions; providing for repealer and severability; and declaring an emergency.
2.

Declaration of an Emergency

Discussion and possible action declaring an emergency for Ordinance No. 817, making it effective immediately upon passage.
3.

Resolution on FY 19-20 Budget Adoption

Discussion and possible action on the adoption of Resolution No. 2019-12, a Resolution of the City Council of the City of Coweta, Oklahoma adopting the budget for the General Fund, Street and Alley Fund, Cemetery Fund, Library Fund, Rural Fire Fund, Self Insurance Fund, E-911 Fund, Capital Improvement Fund, and Sinking Fund for the fiscal year beginning July 1, 2019 and ending June 30, 2020, and providing for the investment of said funds.

Resolution in Support of Community Farmers Markets

Discussion and possible action on the adoption of Resolution 2019-20, a resolution of the City Council of the City of Coweta, Oklahoma recognizing the healthy community benefits of citizen access to farmers markets and community gardening.

5.

Resolution Regarding Budget Amendments FY 18-19

Discussion and possible action on the adoption of Resolution No. 2019-17, a Resolution of the City Council of the City of Coweta, Oklahoma adopting amendments to the annual revenues and appropriations for the budget of the City of Coweta, Oklahoma, for fiscal year ending June 30, 2019.
6.

Resolution No. 2019-11

Discussion and possible action on the adoption of Resolution No. 2019-11, a Resolution of the City Council of the City of Coweta, Oklahoma whereby the City of Coweta, Oklahoma, agrees to make payments to the Coweta Public Works Authority in amounts sufficient to pay principal and interest on the Authority's 2016 Utility System Revenue Bonds.
7.

CDBG WaterLine Improvement Project Contract Award

Discussion and possible action on the award of a competitively bid construction contract to the lowest most responsive bidder, Bolding Construction LLC, in the amount of Three Hundred Fifty Thousand Dollars ($350,000.00) for the 2019 CDBG Waterline Improvement Project and authorizing the Mayor to execute all necessary documents related thereto once the awardee has secured an active status on the SAM.gov site as required for projects receiving CDBG funding.
8.

Broadway ADA Sidewalk Improvements

Discussion and possible action to award a construction contract to Grade Line Construction LLC in the amount of Twenty One Thousand and Ninety Two Dollars ($21,092.00) for ADA and crosswalk improvements along Broadway and to authorize the City Manager to execute all documents related thereto.

9.

Consent for Annexation Request

Discussion and possible action on the adoption of Resolution 2019-16, a Resolution of the City Council of the City of Coweta, Oklahoma accepting a letter of consent for voluntary annexation of a piece of property located adjacent to the existing city limits at 27689 East 111th Street South, and directing the City Manager to take certain actions in compliance with state statutes related to that annexation.

VIII.

EXECUTIVE SESSION

(Pursuant to 25 O.S. Section 307 the City Council may enter into executive session for the purposes specifically provided in this section.)
1.

Executive Session - Communication with Attorneys

Discussion and possible action to enter into Executive Session for the purpose of confidential communications between the City Council and its attorneys concerning a pending investigation, claim, or action. The City Council, upon the advice of its attorneys, has determined that disclosure will seriously impair the ability of the City of Coweta as well as certain Officials and Officers thereof to process the claim or conduct a pending investigation, litigation, or proceeding in the public interest, as is authorized by 25 O.S. § 307.B.7, to wit  Doug Black vs the City of Coweta, et al, Case No. 18-cv-000285-RAW, pending in the United States District Court for the Eastern District of Oklahoma.


2.

Executive Session - Possible Action

The City Council may consider and take any actions deemed necessary by the City Council arising out of the discussions in the foregoing Executive Session.
